Daines urges end to Jackson-Vanik restrictions and highlights Central Asia strategy in Senate hearing

U.S. Senator Steve Daines spoke with U.S. Secretary of State Marco Rubio during a Senate Foreign Relations Committee hearing on June 2, discussing the Trump Route for International Peace and Prosperity (TRIPP) framework agreement and advocating for the removal of Jackson-Vanik trade restrictions.

During the hearing, Daines highlighted what he described as an underreported diplomatic achievement: the peace agreement between Armenia and Azerbaijan. He said, “One of the underreported successes for your diplomacy in this administration is what’s happened to the peace agreement, a landmark agreement between Armenia and Azerbaijan. I know, Mr. Secretary, you just were in the region most recently. A major step forward for a region long beset by conflict, nearly 40 years of a hot war. And through your leadership and President Trump’s leadership, you’ve brought true peace to an area of the world sandwiched in between Russia and Iran.”

Daines credited creative thinking behind establishing TRIPP as pivotal to resolving longstanding regional issues: “It was creative thinking that led the establishment of the Trump Route for International Peace and Prosperity as a solution to some of the stickier issues in that negotiation.” He also referenced geopolitical implications by quoting Brzezinski on Central Asia’s strategic importance.

Rubio responded by outlining potential benefits from implementing TRIPP: “It really has the opportunity to revolutionize Armenia’s strategic location and become a central hub for trade in the region. It solves the issue of access that Azerbaijan cared about, and it was an irritant in their relationship. But it does much more than that. It has the ability to transform the Armenian economy in a very powerful way.”

Turning to economic policy toward Central Asia, Daines addressed lingering barriers such as Jackson-Vanik trade restrictions: “One of the key irritants to our friends in Azerbaijan and in Central Asia is the infamous Jackson-Vanik trade restrictions… In fact, Senator Murphy and I are co-leads on repeal… It’s long past due that we get this changed.” Rubio replied regarding department priorities, “Yeah, it’s a detriment. We’d like to see it removed.”

Daines serves as Montana’s U.S. senator with prior private sector experience; he supports public safety initiatives for Indian nations; focuses on energy sector jobs; advances pro-growth tax policies; promotes sustainable forest management through committee roles; maintains deep roots as a fifth-generation Montanan; represents Montana across multiple state offices; and assists constituents with federal matters, according to his official website.
