U.S. Senator Steve Daines announced on April 16 that he will introduce a bipartisan bill to codify First Lady Melania Trump’s foster care initiatives, following her visit to Capitol Hill where she urged Congress to take legislative action.
The legislation seeks to address challenges faced by youth aging out of the foster care system, particularly in rural states such as Montana. The proposed Foster Youth Education and Workforce Opportunity Act aims to expand educational and workforce opportunities for children in foster care.
Daines is co-sponsoring the bill with Senator Maggie Hassan. The bill includes provisions from a November presidential executive order that broadens educational opportunities for foster youth and creates new workforce pathways for those transitioning out of care. “New legislation for the foster care community is a moral imperative,” Melania Trump told members of the House Ways and Means Committee during her recent appearance.
“One of the greatest gifts that we can give our children is the opportunity to succeed,” Daines said. He also said, “Unfortunately, foster youth aging out of the system often lack access to the education and workforce training needed to build a career, especially in rural states like Montana.”
According to the official website, Daines supports public safety and economic opportunities for Montana’s Indian nations and focuses on assisting Montanans with federal matters while advocating for jobs in energy, mining, and forestry sectors. He brings prior private sector experience as a U.S. senator representing Montana with offices across the state, maintaining deep roots as a fifth-generation Montanan.
Each year more than 20,000 children age out of foster care nationwide; by their mid-20s former foster youth earn about half as much as their peers. The new legislation would increase annual education and training vouchers from $5,000 up to $12,000 per person while allowing greater flexibility in using these funds for apprenticeships or technical education programs—measures intended also to address transportation barriers and complex application processes common in rural areas.
Daines serves on several Senate committees including Finance; Foreign Relations; Energy and Natural Resources; and Indian Affairs. He advances pro-growth tax policies through his committee roles while promoting sustainable forest management according to his official website.
“Our bill will support the first lady’s efforts to improve pathways to success for America’s foster youth and set them up for a bright future,” Daines said. “I’ll fight to get it across the finish line.”
The introduction of this legislation highlights ongoing efforts at both federal policy levels—and among individual lawmakers—to address persistent gaps affecting young people leaving state-supported systems.
