He said, “Tonight, Senate Democrats will have the opportunity to pass a clean funding bill & keep the government open. If a shutdown happens, the American people will know exactly why.” (September 30, 2025). Congressional debates over federal funding have frequently led to last-minute negotiations and threats of government shutdowns.
