The City of Billings is in the process of selecting a firm to conduct an audit of its utility billing system. Two qualified firms have been identified, and a decision on which will be chosen is expected soon.
The company selected for this task will assess various components of the billing process, from meter readings to bill delivery. The audit aims to achieve several goals:
1. Verify the accuracy of meters and remote read delivery.
2. Ensure water consumption measurements are converted and billed correctly as per Neptune 360 data.
3. Confirm the last meter reading from the legacy system was accurately imported into VertexOne.
4. Check if customers were billed according to approved rate schedules.
5. Assess whether prorations between fiscal years and tiers were calculated accurately.
6. Validate that billing data from VertexOne is correctly shown on bill images.
7. Ensure wastewater charges are calculated properly.
8. Verify storm and garbage fees are billed correctly, considering abnormal billing periods, with proration checked if necessary.
9. Confirm that billing cycles and periods are maintained correctly, avoiding double billing for overlapping periods.
10. Check that automatic payments match billed amounts, ensuring no extra debits occur.
The chosen firm may include additional processes deemed necessary to verify system accuracy.
